Strengthening the installation and maintenance of safety facilities such as fall prevention and electric shock prevention at the workplace, increasing inspections, and educating incoming personnel on safety protocols.
Kedge Construction conducts legal compliance assessments twice a year to ensure the Company’s operations comply with relevant regulations. The number of violations this year was fewer than last year. Kedge Construction takes every penalty incident seriously and actively formulates improvement measures to strengthen overall occupational safety and environmental management.
In order to ensure compliance with relevant laws and regulations, we have set up a dedicated legal unit to pay close attention to the formulation and development of laws and regulations that may affect the Company. We have formulated the “Regulatory Compliance Statement.” The legal compliance supervisor leads the legal compliance management unit to be responsible for the planning, management and implementation of the legal compliance system, supervising and assisting each unit to conduct legal compliance assessments, respond to legal changes, and comprehensively manage legal compliance affairs. Every year, Kedge Construction conducts two legal assessments, convenes all units of the Company to confirm the status of regulatory changes, assess the potential impacts and response plans, and submit them for discussion at the regulatory assessment meeting. The scope of regulatory assessment includes construction, occupational safety, fire protection, labor, environment, corporate securities and other related regulations.
All employees shall attend relevant education when entering the job. Education training courses are held occasionally for engineering, procurement, occupational safety and other related laws and regulations, so that all units of the company can implement various regulations, and the senior management can grasp the implementation status of laws and regulations. The Kedge EIP (internal webpage) “Education and Training Zone” online system also provides course materials related to integrity management, work ethics, and legal advocacy for employee self-development. The implementation status of integrity management advocacy and educational training is detailed in Section 3.3 Integrity Management. Anti-corruption advocacy and related educational training are also conducted for procurement units. In line with the ESG concept, we increase the use of digital methods such as TEAMS or email, and conduct relevant education and training or publicity of laws and regulations, so as to achieve the goals of circular economy, energy saving and carbon reduction.
To prevent illegal or corrupt incidents, in addition to conducting legal compliance assessments twice a year and regularly promoting policies and courses, Kedge Construction has also established whistleblowing and complaint channels (such as integrity management reporting mailbox, sexual harassment prevention hotline, etc.).

The Company defines “single incidents with fines of NT$300,000 or above” as major violation incidents, serving as the basis for internal monitoring and risk management. In 2024, the Company had no major violation incidents with fines reaching NT$300,000 or above.
Regarding general violations in 2024, the Company did not incur any fines or administrative penalties from government agencies for violations of the Company Act, Securities and Exchange Act, information disclosure regulations, or other domestic and international supervisory laws. However, there were a total of 7 incidents related to violations of environmental protection regulations such as noise control and waste disposal. Additionally, there were 8 incidents related to violations of occupational safety and health regulations.
Improvement Measures and Implementation Results
To prevent recurrence of violation incidents, the Company has actively adopted the following improvement measures and continues to strengthen environmental protection and occupational safety and health management:
Using low-noise equipment for operations and implementing pollution control measures as required by law to maintain the construction environment and prevent pollution from spreading outside the work area.
Selecting construction times that minimize impact on the surrounding environment, avoiding operation of high-noise equipment during periods such as early morning, late night and lunch breaks.
Managing waste disposal areas and disposal routes, enhancing workplace cleaning by employees, and maintaining environmental tidiness and cleanliness.
Installing soundproof walls and implementing earthquake-proof measures to minimize impact on nearby communities.
